Sometimes You can get “TNS-00516: Permission denied ” error.
Details of error are as follows.
TNS-00516: Permission deniedCause: User has insufficient privileges to perform the requested operation.
Action: Acquire necessary privileges and try again.

To solve this error, unset the TCP.VALIDNODE_CHECKING in the server side sqlnet.ora file as follows.
#TCP.VALIDNODE_CHECKING = YES
or You should configure the TCP.INVITED_NODES list to include the ip address or hostname of the server where the listener is failing to start.
TCP.INVITED_NODES = (192.168.63.34,192.168.63.35,192.168.63.36)
