increase the processes file size limit (ulimit) and retry as follows.
Increase O/S limit in the /etc/security/limits as follows, and add below inside your .profile or .bash_profile.
ulimit -n 101062
$ ulimit -a time(seconds) unlimited file(blocks) unlimited data(kbytes) unlimited stack(kbytes) unlimited memory(kbytes) unlimited coredump(blocks) unlimited nofiles(descriptors) unlimited threads(per process) unlimited processes(per user) unlimited
Try to Shutdown database and startup database again.
SQL> shutdown immediate SQL> startup $ lsnrctl stop $ lsnrctl start
