This MehmetSalih.Test_Table_DELTA table is interval partitioning, so You cannot specify null for partitioning column on Interval Partitioning.

If you use interval partitioning, then you cannot insert null data into partitioning column or You need to Convert Interval Partitioning to Range partitioning as follows.

ALTER TABLE TABLE_NAME SET INTERVAL ();
