I got ” ORA-29275: partial multibyte character ” error in Oracle database.

Cause: The requested read operation could not complete because a partial multibyte 
character was found at the end of the input.

Action: Ensure that the complete multibyte character is sent from the remote server and
 retry the operation. Or read the partial multibyte character as RAW.

To solve this error, you should Ensure that the complete multibyte character is sent from the remote server and
retry the operation. Or read the partial multibyte character as RAW.

you should use SUBSTRB when you copy data from 250 CHAR column to 250 byte column.

Or you should use the CONVERT(COLUMN_NAME,’NLS_CHARACTERSET’,’NLS_CHARACTERSET’);  function.
