This ORA error 15082 errors are related with the ASMB process of ASM Instance.
The issue may start with one instance which might have some issues and then eventually it leads to database instances getting terminated on the remaining nodes.
If the alert.log shows GEN0 not moving for 4 minutes and GEN0 trace shows ASMB waiting in ‘ASM background timer’ while the UFG (user foreground) process shows waiting in ‘DLM enqueue copy completion’ then you are hitting given below bug.

The fix of Bug:27751755 is included in 12.1.0.2.190416 and higher), 12.2.0.1.190416 (and higher) and version 19.1 (and higher).
To solve this error, you may need to upgrade your database to these versions ( 12.1.0.2.190416 and higher), 12.2.0.1.190416 (and higher) and version 19.1 and higher )
